Guide for Local Policymakers on Climate Change Adaptation
Within the STEP2CleanPlan project, the project partners established a joint team of experts aimed at strengthening the capacity of local policymakers to address climate change challenges through strategic planning and informed decision-making.
The experts conducted comprehensive analyses of the current situation in the target regions, assessing existing policies, planning capacities, and climate-related risks.

Guide for Local Policymakers on Climate Change Adaptation
The guide provides:
- an overview of relevant EU policies, strategies, and instruments related to climate change adaptation;
- practical planning tools and methodologies for local climate action planning;
- examples of best practices and lessons learned from partner regions;
- recommendations for mitigation and adaptation measures applicable at local level.
In addition, the guide promotes the creation of networks and cooperation mechanisms among municipalities, experts, and stakeholders, ensuring ongoing support and knowledge exchange in the implementation of climate strategies.
The Joint Guide serves as a practical reference document for local policymakers, planners, and municipal administrations, helping them to integrate climate change adaptation and mitigation measures into their local development and planning processes.

Module 3 – Assesment and Reporting
Mentoring Program - Training Materials for Local Planning Experts
Within the framework of the STEP2CleanPlan project, a Mentoring Program was developed to strengthen the knowledge and practical capacities of local planning experts involved in climate change adaptation and sustainable urban planning.
The mentoring program brought together experienced experts and local professionals to facilitate knowledge transfer, technical guidance, and practical learning related to climate change mitigation and adaptation strategies at the local level. Through this collaborative process, participants were introduced to relevant EU policies, planning methodologies, and tools that support climate-resilient development.
As part of this activity, a comprehensive set of training materials for local planning experts was prepared. These materials aim to support planners, municipal experts, and technical staff in integrating climate considerations into their local planning processes.
The training materials include:
- methodological guidance for climate change adaptation planning;
- practical tools and approaches for sustainable urban and regional planning;
- examples of best practices and lessons learned from partner regions;
- resources supporting the implementation of mitigation and adaptation measures.
You can be part of this mentoring program by benefiting free of charge from all training materials available in English, Turkish, Greek, and Bulgarian. These materials are designed to support local planning experts in strengthening their knowledge and improving their capacity in climate change adaptation and strategic planning.
